You will find this asset under parks. Best way to place it:
Create a square section with regular roads, attach the island along the inner verge.
Remove the roads and finish your roundabout. With the 2×2 it can be a little hard to decorate the inner circle, so I would recommend decorating it in the asset editor before or after placement.
