Adds text display of SimCity 2013 calculated population – GetFudgedPopulation!

Maxis in SimCity 2013 fudged the displayed population in the UI so it felt like you had a lot of Sims, although the number of Sims simulated was actually quite lower. This mod re-uses that formula taking the population you see in the Cities Skylines UI and adds another Fudged Pop # to the UI so you see both real and fudged populations.
