I used the map created by Laszlogo ( Singapore v0.4.5: ) and made some changes. You can read below.

Version 1 (11 May 2016)
– Changed expressways to RIGHT-HAND-DRIVE
– Added Upper Seletar Reservoir, Upper Peirce Reservoir and Bedok Reservoir
– Flatten land on the west of Singapore for easier use of the forest and festile resources
– First Release

You can use the entire map (not restricted to the 25 tiles) by using 81 Tiles Mod:
