Stick a Metro in the center of this. Fill with High Residential only and add needed City Services to increase land values. DO NOT connect to outside roads and you will have no traffic issues. Due connect outside pathways to other roads or paths. You can use a Bus Route should you expand on the circle roads making it larger. However this design will simply work with the Cims walking to the Metro to get to work and Commercial. Connect many of these circles together with Pathways. Not a good setup for Commercial, Office or Industrial Zoning.
Yes this design in not set-up for maximum 4×4 blocks. This is on purpose. If you want full Large SkyScrapers you will only get them on the outside ring. Add larger outter rings for more 4×4 blocks for SkyScrapers.
