This crane you can find under electricity. The function is like the windturbine without producing any energy. The crane rotates like the wind is coming.
The LOD change the postion back to the static position because there is no animation possible with LOD.

Maybe you should place one crane. I think two or more will rotate all in the same direction with the wind . But one moving crane should be fine on a construction site.
